To Obtain a Tennessee Title on a New Vehicle

The owner of the vehicle must appear in person to apply for a Tennessee Title on a new vehicle. If the owner is unable to appear in person, a Power of Attorney form must be completed and notarized authorizing someone else to transact the title transfer on the owner's behalf. Please Note: that only one owner's signature is required if the vehicle is titled to two or more owners and their names are joined by the conjunction "or". When the conjunction "and" is used, all parties must sign or submit notarized Power of Attorney.

The owner of the vehicle or the Power of Attorney must submit the following:

  • MSO–Manufacturer's Statement of Origin (Odometer Statement is on back)

  • Bill of Sale from the dealership.

  • Current vehicle registration on the trade-in vehicle if transferring the license plate.

  • A transfer fee of $17.50 if transferring a license plate from another vehicle.

  • A transfer fee of $92.50 if purchasing a new license plate.

  • Please Note: Additional sales tax may be due if vehicle was purchased out of state.

To Obtain a Tennessee Title on a Pre-Owned Vehicle

The owner of the vehicle must appear in person to apply for a Tennessee Title on a new vehicle. If the owner is unable to appear in person, a Power of Attorney form must be completed and notarized authorizing someone else to transact the title transfer on the owner's behalf. POWER OF ATTORNEY FORM
Please note that only one owner's signature is required if the vehicle is titled to two or more owners and their names are joined by the conjunction "or". When the conjunction "and" is used, all parties must sign or submit notarized Power of Attorney. The owner of the vehicle or the Power of Attorney must submit the following:

  • Title signed by the previous owner on the reverse side of the title, indicating the name and full address of the new owner and lien holder (if applicable), the date of transfer and the purchase price. Never assign a certificate of title leaving the purchasers name blank (open title)

  • Bill of Sale if vehicle was purchased from a dealer.

  • Odometer Statement (required on all vehicles less than ten years old).

  • Emissions Testing Certificate unless transferring license plate.

  • Affidavit of Non-Dealer Transfers of Motor Vehicles required if:

    • Vehicle was a gift from a spouse, sibling, child, grandchild, great grandchild, parent, grandparent, great grandparent, or spouse of lineal relative).

    • Vehicle was purchased at a low selling price considered to be 75% or less of the fair market value by reference to the most recent issue of an authoritative automotive pricing manual, such as the N.A.D.A. Official Used Car Guide, SE Edition).

  • Transfer fee of $17.50 if transferring license plate from another vehicle.

  • Transfer fee of $92.50 if purchasing a new license plate.

Please Note: If vehicle is purchased from individual, sales tax will be collected by the Motor Vehicle Department in the Office of the Rutherford County Clerk. If vehicle was purchased out of state, additional sales tax may be due.

Reconstructed or Salvage Vehicle Titles

How to Obtain a Replacement Tennessee Title

  • The owner of the vehicle must appear in person and show valid identification to obtain a Tennessee Title. If the owner is unable to appear in person then a Power of Attorney form must be completed and notarized authorizing someone else to obtain the Tennessee Title.

  • Owner or Power of Attorney must submit a copy of the vehicle registration or the (VIN) Vehicle Identification Number.

  • There is no charge to obtain a replacement Tennessee Title if the title was not received within 90 days from the date of application.
    Please Note: that title cannot be replaced until after 15 days after the title was issued.

  • Replacement fee is $11.00. Cash, Money Order, Debit or Credit Cards. (Additional fees apply to credit and debit card transactions.) Replacement Title Form The County Clerk will issue the replacement Tennessee Title upon application.  If there are extenuating circumstances, the title may be mailed.


To Note a Lien on a Tennessee Title

  • Owner must appear in person or submit notarized Power of Attorney form authorizing someone else to note the lien.

  • Complete the Noting of Lien form.

  • Submit Tennessee Title

  • Submit a copy of the Security Agreement provided by the Lien holder.

  • Pay a fee of $22.00 to note the lien.


New to State

Once you have established residency in Rutherford County you are required to make application for Tennessee title and registration.  You will need to surrender your out of state title to our office.  If there is a lien on your vehicle, bring in your most current registration accompanied by the name and address of the lien holder.  Some states issue the title to the owner rather than to the lien holder, in this case you would be required to bring in your title.  You must be the owner of the vehicle or furnish a notarized Power of Attorney form from the owner.  You will be required to furnish a copy of your drivers license or acceptable proof of identification and emissions.

Fees for new Tennessee title and registration:

$92.50-If ownership and lien have already been perfected on out of state title.

$103.50-To establish new ownership with a lien notation.
