Rutherford County Correctional Work Center Ranks Top in State’s Employment and Reentry Pilot Program
A groundbreaking pilot program in Tennessee is helping provide a second chance for individuals in custody by focusing on workforce development, education, and personal growth. The Employment and Reentry Pilot Program, launched in January across more than 30 county jails statewide, has already shown measurable success — with the Rutherford County Correctional Work Center emerging as a top-performing facility.
The program equips participants with “Workforce, Education and Reentry Tablets,” giving them access to job-readiness training and skill-building opportunities while still in custody. Individuals enrolled in the program are required to complete a minimum of 80 hours of training, earn a certificate of completion, and prepare for industry-recognized credentials that can lead to meaningful employment upon release.
Among all participating facilities, the Rutherford County Correctional Work Center distinguished itself as the leading at-scale site. The facility achieved a 60.1% completion rate across 439 enrollments, outperforming every comparable facility of similar size. In addition, Rutherford County posted the highest weighted-output score among all Middle Tennessee pilot locations.
Notably, the Rutherford County Correctional Work Center accounted for 29.2% of all program completions statewide, despite representing only 23.5% of total program enrollments — a clear indicator of both program effectiveness and participant engagement.
Rutherford County Correctional Work Center Superintendent William Cope, CJM reflected on the program.
“This program reflects a commitment to rehabilitation and long-term success,” Cope said. “By equipping individuals with practical skills and recognized credentials, we are strengthening not only their futures but also the communities they will return to.”
The success of the Rutherford County Correctional Work Center highlights the potential impact of structured reentry initiatives and reinforces the importance of investing in programs that prepare individuals for productive, law-abiding lives after release.
