What is the penalty for failing to obtain the proper permit?

2018 International Residential Code, R108.6 - Work commencing before permit issuance, states: Any person who commences work requiring a permit on a building, structure, electrical, gas, mechanical or plumbing system before obtaining the necessary permits shall be subject to a fine in an amount equal to the building permit fee in addition to to the required permit fees.

Rutherford County Zoning Ordinance, Chapter 14, 1404B. Building Permits Required, No building or other structure shall be erected, moved, added to or structurally altered without a building permit issued by the Director of Building Codes. 

1410B Penalties for violation, Violation of the provisions of this ordinance or failure to comply with any of its requirements shall be punishable as provided by law. Each day such violation exists shall be deemed a separate offense.

The owner or tenant of any building, structure, premises, or part thereof, and any architect, builder, contractor, agent, or other person who commits, participated in, assists in, or maintains such violation may each be found guilty of a separate offense and suffer the penalties provided.
